       The Committee on Rules (Harrell) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 41 and 42
    4  insert:
    5         (b) The omission of the word, name, term, or title
    6  “physician” or any other word, name, term, or title from this
    7  section does not authorize a health care practitioner to use
    8  such word, name, term, or title as a descriptor of his or her
    9  practice if he or she is not licensed to practice as such. It is
   10  the intent of the Legislature that the doctrine of expressio
   11  unius est exclusio alterius not apply when interpreting this
   12  section.

   15  And the title is amended as follows:
   16         Delete line 6
   17  and insert:
   18         circumstances; providing construction and legislative
   19         intent; requiring the Department of Health to
