       Senator Rouson moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 167 and 168
    4  insert:
    5         Section 3. (1) The Chancellor of the Florida College System
    6  shall convene a College System Athlete Name, Image, and Likeness
    7  Task Force, a task force as defined in s. 20.03(8), Florida
    8  Statutes. Except as otherwise provided in this section, the task
    9  force shall operate in a manner consistent with s. 20.052,
   10  Florida Statutes. The task force shall be composed of the
   11  following members:
   12         (a) One member appointed by the President of the Senate.
   13         (b) One member appointed by the Speaker of the House of
   14  Representatives.
   15         (c) One member appointed by the Chancellor of the Florida
   16  College System.
   17         (d) One member appointed by the President of the Florida
   18  College System Activities Association.
   19         (e) Two members appointed by the Chancellor of the Florida
   20  College System who are Florida College System institution
   21  students who participate in intercollegiate athletics.
   22         (f) One member appointed by the Chancellor of the Florida
   23  College System who is a Florida College System institution
   24  athletic administrator.
   25         (g) One member appointed by the Chancellor of the Florida
   26  College System who is a Florida College System institution
   27  athletic coach.
   28         (h) One member appointed by the Chancellor of the Florida
   29  College System who is a Florida College System student
   30  government association representative.
   31  
   32  All appointments to the task force shall be completed on or
   33  before December 1, 2020.
   34         (2) The task force shall meet at least twice and shall
   35  elect a chair and vice chair. A quorum shall consist of a
   36  majority of the group’s members.
   37         (3) The task force shall:
   38         (a) Study the impact of receiving compensation for his or
   39  her name, image, and likeness on recruitment and retention of
   40  minority student athletes at historically black colleges and
   41  universities and study the effect that receiving compensation
   42  for his or her name, image, and likeness has on varying
   43  demographics of student athletes.
   44         (b) Review existing Florida College System Activities
   45  Association bylaws, state and federal laws, and national
   46  athletic association bylaws regarding the use of a Florida
   47  College System institution student’s name, image, and likeness
   48  for compensation if he or she participates in intercollegiate
   49  athletics.
   50         (c) On or before December 1, 2021, submit a report to the
   51  President of the Senate, the Speaker of the House of
   52  Representatives, the Chancellor of the Florida College System,
   53  and the Florida College System Activities Association containing
   54  its findings and policy recommendations.
   55         (4) Upon submission of its report pursuant to paragraph
   56  (3)(c), the task force shall expire.

   65         requirements, and duties of the task force; requiring
   66         the task force to submit a report by a specified date;
   67         providing for the expiration of the task force;
