       Appropriations Subcommittee on Transportation, Tourism, and
       Economic Development (Lee) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 1179 and 1180
    4  insert:
    5         Section 21. Subsection (1) of section 348.754, Florida
    6  Statutes, is amended to read:
    7         348.754 Purposes and powers.—
    8         (1)(a) The authority created and established under this
    9  part is granted and has the right to acquire, hold, construct,
   10  improve, maintain, operate, own, and lease in the capacity of
   11  lessor the Central Florida Expressway System, hereinafter
   12  referred to as “system.” Except as otherwise specifically
   13  provided by law, including paragraph (2)(n), the area served by
   14  the authority shall be within the geographical boundaries of
   15  Orange, Seminole, Lake, Brevard, and Osceola Counties.
   16         (b) In the construction of the Central Florida Expressway
   17  System, the authority may construct any extensions, additions,
   18  or improvements to the system or appurtenant facilities,
   19  including all necessary approaches, roads, bridges, avenues of
   20  access, rapid transit, trams, fixed guideways, thoroughfares,
   21  and boulevards with any changes, modifications, or revisions of
   22  the project which are deemed desirable and proper.
   23         (c) Notwithstanding any other provision of this section to
   24  the contrary, to ensure the continued financial feasibility of
   25  the portion of the Wekiva Parkway to be constructed by the
   26  department, the authority may not, without the prior consent of
   27  the secretary of the department, construct any extensions,
   28  additions, or improvements to the expressway system in Lake
   29  County.

   35         the state; amending s. 348.754, F.S.; deleting a
   36         provision prohibiting the Central Florida Expressway
   37         Authority from constructing extensions, additions, or
   38         improvements to the Central Florida Expressway System
   39         in Lake County without the consent of the Secretary of
   40         Transportation; amending ss. 288.0656, 339.08,
   41         341.825,
