The Committee on Appropriations (Powell) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete lines 1041 - 1042
4 and insert:
5 Section 21. Effective upon this act becoming a law:
6 Racial Impact Statement.—The College of Criminology and
7 Criminal Justice at the Florida State University shall review
8 each criminal offense created or amended by this act and submit
9 a racial impact statement to the President of the Senate and the
10 Speaker of the House of Representatives by September 30, 2021.
11 The racial impact statement must estimate the anticipated
12 effects that criminal offenses amended or created by this act
13 may have on racial inequality among the residents of this state
14 and must indicate whether the changes would increase, decrease,
15 or have no impact on racial inequality or whether the impact is
16 indeterminable. To the extent feasible, the impact statement
17 should include quantifiable data. The impact statement must
18 specify the methodologies and assumptions used in its
19 preparation.
20 Section 22. Except as otherwise expressly provided in this
21 act, and except for this section, which shall take effect upon
22 this act becoming a law, this act shall take effect October 1,
23 2021.

27 Delete line 98
28 and insert:
29 requiring the College of Criminology and Criminal
30 Justice at the Florida State University to provide a
31 racial impact statement on specified criminal offenses
32 and submit it to the Legislature by a certain date;
33 providing requirements; providing effective dates.
