       The Committee on Health Policy (Bean) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 56 - 90
    4  and insert:
    5  implants to participants and the removal of such devices and
    6  implants upon participant request.
    7         (b) Training for providers and their staff regarding the
    8  provision of HLARC devices, counseling strategies, and the
    9  management of side effects.
   10         (c) Technical assistance regarding issues such as coding,
   11  billing, pharmacy rules, and clinic management associated with
   12  the increased use of HLARC devices.
   13         (d) General support to expand the capacity of family
   14  planning providers in response to increased demand for HLARC
   15  services.
   16         (e) Marketing and outreach regarding the availability of
   17  HLARC services among other currently available contraceptive
   18  services.
   19         (f) Other services the department considers necessary to
   20  ensure the health and safety of participants who receive HLARC
   21  devices.
   22         (3)The Legislature shall annually appropriate funds from
   23  the General Revenue Fund to the department to operate the HLARC
   24  program. Funds appropriated pursuant to this subsection may not
   25  supplant or reduce any other appropriation of state funds to
   26  family planning providers or to the department for family
   27  planning services.
   28         (4)The department shall seek grants from federal agencies
   29  and other sources to supplement state funds provided for the
   30  HLARC program.
   31         (5) By January 1, 2022, and annually thereafter, the
   32  department shall submit a report to the Governor, the President
   33  of the Senate, and the Speaker of the House of Representatives
   34  on the effectiveness of the HLARC program. The department shall
   35  publish the report on its website. The report must include, but
   36  need not be limited to, all of the following for the previous
   37  calendar year:
