       The Committee on Ethics and Elections (Taddeo) recommended the
       following:
       
    1         Senate Amendment (with ballot and title amendments)
    2  
    3         Delete lines 14 - 20
    4  and insert:
    5         That the following amendments to Sections 1 and 5 of
    6  Article XI of the State Constitution are agreed to and shall be
    7  submitted to the electors of this state for approval or
    8  rejection at the next general election or at an earlier special
    9  election specifically authorized by law for that purpose:
   10                             ARTICLE XI                            
   11                             AMENDMENTS                            
   12         SECTION 1. Proposal by legislature.—Amendment of a section
   13  or revision of one or more articles, or the whole, of this
   14  constitution may be proposed by joint resolution agreed to by
   15  two-thirds three-fifths of the membership of each house of the
   16  legislature. The full text of the joint resolution and the vote
   17  of each member voting shall be entered on the journal of each
   18  house.

   21  And the ballot statement is amended as follows:
   22         Delete lines 64 - 73
   23  and insert:
   24                      CONSTITUTIONAL AMENDMENT                     
   25                      ARTICLE XI, SECTIONS 1, 5                    
   26         APPROVAL OF CONSTITUTIONAL AMENDMENTS OR REVISIONS.
   27  Increases threshold for approval of any amendment or revision by
   28  the Legislature for ballot placement from three-fifths to two
   29  thirds of the membership of each house and increases percentage
   30  of elector votes required to approve an amendment or a revision
   31  from 60 percent to 66 and 2/3 percent, except that the repeal of
   32  an amendment or revision need only be approved by the same
   33  percentage of elector votes as was required at the time of
   34  passage.

   38         Delete lines 2 - 5
   39  and insert:
   40         A joint resolution proposing amendments to Sections 1
   41         and 5 of Article XI of the State Constitution to
   42         increase the vote threshold required for the
   43         Legislature to propose an amendment to or a revision
   44         of the State Constitution and to increase the
   45         percentage of elector votes required to approve an
   46         amendment or revision
