    1                        A bill to be entitled                      
    2         An act relating to University of South Florida branch
    3         campuses; amending s. 1004.341, F.S.; requiring the
    4         University of South Florida St. Petersburg to have an
    5         admissions office separate from the University of
    6         South Florida; providing the purpose of the admissions
    7         office; increasing the number of branch campus board
    8         members by specified amounts; requiring branch campus
    9         boards to give input and final approval to specified
   10         annual plans; requiring branch campuses to recommend
   11         regional chancellor finalists to the president of the
   12         university; providing an effective date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Paragraph (a) of subsection (1) and subsections
   17  (2) and (3) of section 1004.341, Florida Statutes, are amended
   18  to read:
   19         1004.341 University of South Florida branch campuses.—
   20         (1) The St. Petersburg and Sarasota/Manatee campuses of the
   21  University of South Florida are hereby established.
   22         (a)1. The St. Petersburg campus of the University of South
   23  Florida shall be known as the “University of South Florida St.
   24  Petersburg” and shall include any college of the University of
   25  South Florida which is headquartered or primarily located in
   26  Pinellas County.
   27         2.The University of South Florida St. Petersburg shall
   28  have a separate admissions office from the University of South
   29  Florida which is responsible for reviewing all student
   30  applications for admissions to the University of South Florida
   31  St. Petersburg, including to any college of the University of
   32  South Florida which is headquartered or primarily located in
   33  Pinellas County.
   34         (2) The University of South Florida St. Petersburg and the
   35  University of South Florida Sarasota/Manatee shall each have a
   36  campus board and a regional chancellor. The Chair of the Board
   37  of Trustees of the University of South Florida, based upon
   38  recommendations of the President of the University of South
   39  Florida, shall appoint:
   40         (a) Nine Seven residents of Pinellas County to serve 4-year
   41  staggered terms on the Campus Board of the University of South
   42  Florida St. Petersburg. A member of the Board of Trustees of the
   43  University of South Florida who resides in Pinellas County shall
   44  jointly serve as a member of the Board of Trustees and as chair
   45  of the campus board. The chair of the faculty senate or the
   46  equivalent and the president of the student body of the campus
   47  shall serve as ex officio members.
   48         (b) Five Four residents of Manatee County and four three
   49  residents of Sarasota County to serve 4-year staggered terms on
   50  the Campus Board of the University of South Florida
   51  Sarasota/Manatee. A member of the Board of Trustees of the
   52  University of South Florida who resides in Manatee County or
   53  Sarasota County shall be selected by the Chair of the Board of
   54  Trustees of the University of South Florida to serve jointly as
   55  a member of the Board of Trustees and as chair of the campus
   56  board. The chair of the faculty senate or the equivalent and the
   57  president of the student body of the campus shall serve as ex
   58  officio members.

   60  The Board of Trustees may reappoint a member to the campus
   61  board, other than the chair, for one additional term.
   62         (3) Each campus board has the powers and duties provided by
   63  law, which include the authority to approve and submit an annual
   64  operating plan, budget, and legislative budget request to the
   65  Board of Trustees of the University of South Florida. In
   66  addition, each campus board shall give input and final approval
   67  to any annual recruitment, enrollment, or academic plans
   68  affecting the respective branch campuses and shall recommend
   69  regional chancellor finalists for its branch campus to the
   70  President of the University of South Florida.
   71         Section 2. This act shall take effect July 1, 2021.
