The Committee on Transportation (Rodriguez) recommended the
following:
1 Senate Amendment to Amendment (936070) (with title
2 amendment)

4 Between lines 828 and 829
5 insert:
6 Section 23. Department of Transportation to conduct
7 feasibility study.—The Department of Transportation is directed
8 to examine the feasibility of implementing a toll rebate program
9 for low-income individuals in the form of a rebate to be
10 credited to each participating individual’s account. The
11 department shall develop a report that, at a minimum, recommends
12 eligibility requirements for participation in the program, such
13 as city residency and a specified income maximum, the rebate
14 amount provided per trip, and the minimum number of trips
15 required during a specified timeframe to qualify for the rebate.
16 The department shall provide the report to the Governor, the
17 President of the Senate, and the Speaker of the House of
18 Representatives by December 31, 2021.

22 Delete line 993
23 and insert:
24 authority’s assets; directing the Department of
25 Transportation to examine the feasibility of
26 implementing a Toll Rebate Program for low-income
27 individuals; requiring the department to develop a
28 report; specifying requirements for the report;
29 requiring the department to submit the report to the
30 Governor and the Legislature by a specified date;
31 providing an effective date.
