    1                        A bill to be entitled                      
    2         An act relating to independent special district
    3         utilities; directing the Department of Environmental
    4         Protection to amend specified rules to exempt
    5         construction or maintenance of a water or sewer system
    6         by an independent special district utility from
    7         certain authorization requirements; providing an
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. The Department of Environmental Protection is
   13  directed to amend rule 18-21.005, Florida Administrative Code,
   14  to provide an exception from authorization requirements under
   15  chapter 18-21, Florida Administrative Code, for construction or
   16  maintenance of a water or sewer system in accordance with s.
   17  153.04, Florida Statutes, by an independent special district
   18  utility, provided the required location map, plans, and drawings
   19  for such water or sewer system are submitted to the Board of
   20  Trustees of the Internal Improvement Trust Fund.
   21         Section 2. This act shall take effect July 1, 2021.
