       The Committee on Military and Veterans Affairs, Space, and
       Domestic Security (Torres) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 185 - 191
    4  and insert:
    5         (4) INVALIDATION OF CERTAIN EMERGENCY MEASURES.—The
    6  Legislature, by concurrent resolution, may at any time
    7  invalidate an order, an ordinance, a proclamation, a rule, or
    8  any other measure issued by a political subdivision to address a
    9  purported emergency if the Legislature determines that such
   10  order unnecessarily restricts a constitutional right,
   11  fundamental liberty, or statutory right. If the Legislature is
   12  not in session, the President of the Senate and the Speaker of
   13  the House of Representatives may call the Legislature into
   14  special session pursuant to s. 11.011 for the purpose of
   15  invalidating an emergency measure issued by a political
   16  subdivision.
