       The Committee on Rules (Albritton) recommended the following:
       
    1         Senate Amendment to Amendment (110500) (with title
    2  amendment)
    3  
    4         Between lines 74 and 75
    5  insert:
    6         (d) Monroe County may not establish an anchoring limitation
    7  area under this subsection until the county approves, permits,
    8  and opens new moorings for public use, including at least 250
    9  moorings within 1 mile of the Key West Bight City Dock and at
   10  least 50 moorings within the Key West Garrison Bight Mooring
   11  Field. Until such time, the commission shall designate the area
   12  within 1 mile of the Key West Bight City Dock as a priority for
   13  the investigation and removal of derelict vessels.
