       The Committee on Rules (Gibson) recommended the following:
       
    1         Senate Amendment to Amendment (602576) (with title
    2  amendment)
    3  
    4         Delete lines 10 - 18
    5  and insert:
    6  political subdivision of the state. Notwithstanding any other
    7  law, an emergency order issued by a political subdivision must
    8  be narrowly tailored to serve a compelling public health or
    9  safety purpose and must contain specific findings supporting the
   10  existence of such a purpose. Any such emergency order must be
   11  limited in duration, applicability, and scope in order to reduce
   12  any infringement on individual liberty to the greatest extent
   13  possible.
