    5  insert:
    6         (6) PROHIBITION ON THE EXPENDITURE OF PUBLIC FUNDS.—Public
    7  funds may not be expended for the purpose of defending this
    8  section against any constitutional challenge or any challenge
    9  brought under Title IX of the Education Amendments of 1972, 20
   10  U.S.C. s. 1681 et seq., or any other provision of federal law.
