The Committee on Transportation (Diaz) recommended the
following:

4 and insert:
5 (c) If a tax collector elects to exercise his or her
6 authority to contract with a license plate agent, the tax
7 collector may determine additional service charges to be
8 collected by the privately owned license plate agents approved
9 by the tax collector. Additional service charges must be fully
10 itemized and disclosed to the person paying the service charges
11 to the license plate agent. The license plate agent shall enter
12 into a contract with the tax collector regarding the disclosure
13 of additional service charges.
14 Section 2. Subsection (5) of section 320.03, Florida
15 Statutes, is amended to read:
16 320.03 Registration; duties of tax collectors;
17 International Registration Plan.—
18 (5) In addition to the fees required under s. 320.08, a fee
19 of 50 cents shall be charged on every license registration sold
20 to cover the costs of the Florida Real Time Vehicle Information
21 System. The fees collected shall be deposited into the Highway
22 Safety Operating Trust Fund to be used exclusively to fund the
23 system. The fee may only be used to fund the system equipment,
24 software, personnel associated with the maintenance and
25 programming of the system, and networks used in the offices of
26 the county tax collectors as agents of the department and the
27 ancillary technology necessary to integrate the system with
28 other tax collection systems. The department shall administer
29 this program upon consultation with the Florida Tax Collectors,
30 Inc., to ensure that each county tax collector’s office is
31 technologically equipped and functional for the operation of the
32 Florida Real Time Vehicle Information System. Tax collectors and
33 their approved license plate agents shall enter into a
34 memorandum of understanding with the department regarding use of
35 the Florida Real Time Vehicle Information System in accordance
36 with paragraph (4)(b). Any designated revenue collected to
37 support functions of the county tax collectors and not used in a
38 given year must remain exclusively in the trust fund as a
39 carryover to the following year.
40 Section 3. Present subsection (3) of section 320.04,
41 Florida Statutes, is redesignated as subsection (4), and a new
42 subsection (3) is added to that section, to read:
43 320.04 Registration service charge.—
44 (3) If a tax collector elects to exercise his or her
45 authority to contract with a license plate agent, the tax
46 collector may determine additional service charges to be
47 collected by privately owned license plate agents approved by
48 the tax collector. Additional service charges must be fully
49 itemized and disclosed to the person paying the service charges
50 to the license plate agent. The license plate agent shall enter
51 into a contract with the tax collector regarding the disclosure
52 of additional service charges.
53 Section 4. Subsection (7) of section 328.72, Florida
54 Statutes, is amended to read:
55 328.72 Classification; registration; fees and charges;
56 surcharge; disposition of fees; fines; marine turtle stickers.—
57 (7) SERVICE FEE.—
58 (a) In addition to other registration fees, the vessel
59 owner shall pay the tax collector a $2.25 service fee for each
60 registration issued, replaced, or renewed. Except as provided in
61 subsection (15), all fees, other than the service charge,
62 collected by a tax collector must be remitted to the department
63 not later than 7 working days following the last day of the week
64 in which the money was remitted. Vessels may travel in salt
65 water or fresh water.
66 (b) If a tax collector elects to exercise his or her

81 tax collector for a certain purpose; amending s.
82 320.03, F.S.; requiring tax collectors and approved
83 license plate agents to enter into a memorandum of
84 understanding with the department for a certain
85 purpose; amending s. 320.04, F.S.; authorizing the tax
86 collector to determine service charges collected by
87 privately owned license plate agents for motor vehicle
88 registrations; requiring that additional service
89 charges be itemized and disclosed to the person paying
90 them; requiring a license plate agent to enter into a
91 contract with the tax collector for a certain purpose;
92 amending s. 328.72, F.S.; authorizing the tax
93 collector
