       The Committee on Health Policy (Rouson) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 38 - 71
    4  and insert:
    5  status, health outcomes, quality of health care, and access to
    6  health care services for racial and ethnic minority populations
    7  in this state.
    8         (b)Develop mechanisms that support better information
    9  dissemination and education about health disparities which lead
   10  to improved access to and delivery of health care services for
   11  racial and ethnic minority populations in this state.
   12         (c)Support minority health liaisons by facilitating access
   13  to and the exchange of information related to health promotion,
   14  preventive health services, and education in the appropriate use
   15  of care.
   16         (d)Develop and promote synergistic initiatives between
   17  programs, including, but not limited to, programs related to
   18  maternal and child health and human immunodeficiency virus and
   19  acquired immune deficiency syndrome, to mitigate health
   20  disparities for racial and ethnic minority populations in this
   21  state.
   22         (e)Promote evaluations of demonstration projects and
   23  disseminate the evaluation findings to enhance the success and
   24  sustainability of policies, programs, and practices that
   25  increase health equity in this state.
   26         (f)Promote the use of community health workers to improve
   27  the cultural competency of services and build individual and
   28  community self-sufficiency.
   29         (g)Promote the development of programs that improve access
   30  to health care services for individuals with limited proficiency
   31  in the English language, including persons with disabilities.
   32         (3)The department shall maintain all of the following on
   33  its

   36  And the title is amended as follows:
   37         Delete lines 12 - 15
   38  and insert:
   39         requiring the Department of Health to maintain
   40         specified information on its website; requiring the
   41         office to serve as a liaison to and assist certain
   42         federal offices; authorizing the department to adopt
   43         rules;
