    1                        A bill to be entitled                      
    2         An act relating to law enforcement agency data
    3         reporting; amending s. 900.05, F.S.; requiring each
    4         law enforcement agency to collect and report to the
    5         Department of Law Enforcement specified information on
    6         a monthly basis; providing an effective date.

    8  Be It Enacted by the Legislature of the State of Florida:
    9  
   10         Section 1. Paragraph (h) is added to subsection (3) of
   11  section 900.05, Florida Statutes, to read:
   12         900.05 Criminal justice data collection.—
   13         (3) DATA COLLECTION AND REPORTING.—An entity required to
   14  collect data in accordance with this subsection shall collect
   15  the specified data and report them in accordance with this
   16  subsection to the Department of Law Enforcement on a monthly
   17  basis.
   18         (h) Law enforcement agencies.—Each law enforcement agency
   19  shall collect the following data:
   20         1. The number of full-time law enforcement officers.
   21         2. The number of part-time law enforcement officers.
   22         3. The number of law enforcement officer stops, including:
   23         a. The race or ethnicity of each law enforcement officer
   24  and individual involved in each stop; and
   25         b. Whether the stop was a vehicle traffic stop or was made
   26  on foot or by other means, which must be specified.
   27         4. The number of arrests by, or notices to appear in lieu
   28  of physical arrest issued by, law enforcement officers,
   29  including:
   30         a. The race or ethnicity of each law enforcement officer
   31  and individual involved in the arrest or issuance of notice to
   32  appear; and
   33         b. Whether the arrest or issuance of notice to appear arose
   34  out of a vehicle traffic stop or was made on foot or by other
   35  means, which must be specified.
   36         Section 2. This act shall take effect July 1, 2021.
