       The Committee on Rules (Diaz) recommended the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 38 and 39
    4  insert:
    5         (7) SECURITY MEASURES.—
    6         (a) A governmental agency, which means any state, county,
    7  local, or municipal governmental entity or any unit of
    8  government created or established by law that uses a drone as
    9  authorized under this section, must take protective measures to
   10  secure data collected by the drone. A governmental agency may
   11  comply with this requirement by operating the drone in a manner
   12  that ensures that data is securely transmitted and that does not
   13  require connecting the drone to the Internet or transmitting
   14  data through the use of the Internet. If a governmental agency
   15  transmits data through the Internet, the data must be encrypted,
   16  including all sensitive flight data, such as location, flight
   17  path, or other system control logs, whether the drone is in
   18  transit or at rest.
   19         (b) Any governmental agency that uses drone technology must
   20  ensure that any information gathered in the operation and
   21  management of the drone, including all associated software,
   22  hardware, and data, remains within the borders of the United
   23  States.

   28  and insert:
   29  Statutes, is amended, and paragraph (l) of subsection (4) and
   30  subsection (7) are added to that section, to read:

   33  And the title is amended as follows:
   34         Between lines 5 and 6
   35  insert:
   36         requiring governmental agencies to take protective
   37         measures to secure data collected by drones; requiring
   38         that certain data be encrypted; requiring a
   39         governmental agency using drone technology to ensure
   40         that specified information remains within the borders
   41         of the United States;
