       The Committee on Children, Families, and Elder Affairs (Bracy)
       recommended the following:
       
    1         Senate Substitute for Amendment (727218) (with title
    2  amendment)
    3  
    4         Delete everything after the enacting clause
    5  and insert:
    6         Section 1. Section 985.031, Florida Statutes, is created to
    7  read:
    8         985.031Age limitation; exception.—
    9         (1) This section may be cited as the “Kaia Rolle Act.”
   10         (2) A child younger than 7 years of age may not be
   11  adjudicated delinquent, arrested, or charged with a violation of
   12  law or a delinquent act on the basis of acts occurring before he
   13  or she reaches 7 years of age, unless the violation of law is a
   14  forcible felony as defined in s. 776.08.
   15         Section 2. This act shall take effect July 1, 2021.

   17  And the title is amended as follows:
   18         Delete everything before the enacting clause
   19  and insert:
   20                        A bill to be entitled                      
   21         An act relating to juvenile justice; creating s.
   22         985.031, F.S.; providing a short title; prohibiting a
   23         child younger than a certain age from being
   24         adjudicated delinquent, arrested, or charged with a
   25         violation of law or a delinquent act; providing an
   26         exception; providing an effective date.
