       Senator Stewart moved the following:
       
    1         Senate Amendment to House Amendment (937939) (with
    2  directory amendment)
    3  
    4         Between lines 458 and 459
    5  insert:
    6         (119) ORLANDO UNITED LICENSE PLATES.—
    7         (a) The department shall develop an Orlando United license
    8  plate as provided in this section and s. 320.08053. The plate
    9  must bear the colors and design approved by the department. The
   10  word “Florida” must appear at the top of the plate, and the
   11  words “Orlando United” must appear at the bottom of the plate.
   12         (b) The annual use fees from the sale of the plate shall be
   13  distributed as follows:
   14         1. Five percent shall be distributed to the Mental Health
   15  Association of Central Florida, Inc., to be used for marketing
   16  of the license plate.
   17         2. Thirty-one percent shall be distributed to the Mental
   18  Health Association of Central Florida, Inc. Of this amount, up
   19  to 5 percent may be used for administrative expenses, and the
   20  remainder shall be used to offer free personalized counseling to
   21  any person affected by the shooting at the Pulse nightclub in
   22  Orlando on June 12, 2016.
   23         3. Two percent shall be distributed to onePULSE Foundation,
   24  Inc., a charitable, nonprofit organization under s. 501(c)(3) of
   25  the Internal Revenue Code, to be used for marketing of the
   26  license plate.
   27         4. Thirty-one percent shall be distributed to onePULSE
   28  Foundation, Inc. Of this amount, up to 5 percent may be used for
   29  administrative expenses, and the remainder shall be used to
   30  support the construction and maintenance of the onePULSE
   31  Foundation Memorial.
   32         5. Thirty-one percent shall be distributed to 26 Health,
   33  Inc. Of this amount, up to 5 percent may be used for
   34  administrative expenses, and the remainder shall be used to
   35  offer free personalized counseling to any person affected by the
   36  shooting at the Pulse nightclub in Orlando on June 12, 2016.
   37         (120) GOPHER TORTOISE LICENSE PLATES.—
   38         (a)The department shall develop a Gopher Tortoise license
   39  plate as provided in this section and s. 320.08053. The plate
   40  must bear the colors and design approved by the department. The
   41  word “Florida” must appear at the top of the plate, and the
   42  words “Protect the Gopher Tortoise” must appear at the bottom of
   43  the plate.
   44         (b)The annual use fees from the sale of the plate shall be
   45  distributed to Wildlands Conservation, Inc., a nonprofit
   46  corporation under s. 501(c)(3) of the Internal Revenue Code, to
   47  fund gopher tortoise and commensal species research, education,
   48  and conservation, as well as upland habitat protection,
   49  restoration, and management in this state. Up to 10 percent of
   50  the funds received by Wildlands Conservation, Inc., may be used
   51  for marketing of the plate and costs directly associated with
   52  the administration of the gopher tortoise protection program.
   53  Wildlands Conservation, Inc., shall use and distribute the funds
   54  to eligible Florida-based scientific, conservation, and
   55  educational organizations for gopher tortoise and upland habitat
   56  research, conservation, and management.
