    1                        A bill to be entitled                      
    2         An act relating to the Department of Transportation;
    3         requiring the department to allow persons to purchase
    4         certain commuter passes for their motor vehicles;
    5         requiring that funds collected from the sale of the
    6         commuter passes be deposited in specified trust funds
    7         and used for the operation and maintenance of the
    8         Pinellas Bayway System; requiring the department or
    9         the Florida Turnpike Enterprise, as appropriate, to
   10         index annual commuter pass costs to certain inflation
   11         indicators; providing an effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. (1)The Department of Transportation shall allow
   16  any person to purchase a commuter pass for each motor vehicle
   17  the person owns at an annual cost of $60 per vehicle which
   18  exempts the motor vehicle from any Pinellas Bayway System tolls
   19  during the term of the pass. Funds collected from the sale of
   20  commuter passes must be deposited in the State Transportation
   21  Trust Fund, or in the Turnpike General Reserve Trust Fund if the
   22  Pinellas Bayway System is transferred pursuant to s.
   23  338.165(11), Florida Statutes, and used for the operation and
   24  maintenance of the Pinellas Bayway System.
   25         (2)The department or the Florida Turnpike Enterprise, as
   26  appropriate, shall index the annual commuter pass cost to the
   27  annual Consumer Price Index or similar inflation indicators,
   28  rounded to the nearest dollar. Commuter pass cost adjustments
   29  for inflation under this section may be made no more frequently
   30  than once a year and may be made no less frequently than once
   31  every 5 years.
   32         Section 2. This act shall take effect July 1, 2021.
