       The Committee on Rules (Brandes) recommended the following:
       
    1         Senate Amendment to Amendment (262784) (with title
    2  amendment)
    3  
    4         Between lines 896 and 897
    5  insert:
    6         Section 23. Subsection (11) is added to section 106.08,
    7  Florida Statutes, to read:
    8         106.08 Contributions; limitations on.—
    9         (11)(a) A county, a municipality, or any other local
   10  governmental entity is expressly preempted from enacting or
   11  adopting:
   12         1. Contribution limits that differ from the limitations
   13  established in subsection (1);
   14         2. Any limitation or restriction involving contributions to
   15  a political committee or an electioneering communications
   16  organization; or
   17         3. Any limitation or restriction on expenditures for an
   18  electioneering communication or an independent expenditure.
   19         (b) Any existing or future limitation or restriction
   20  enacted or adopted by a county, a municipality, or any other
   21  local governmental entity which is in conflict with this
   22  subsection is void.

   25  And the title is amended as follows:
   26         Delete line 1031
   27  and insert:
   28         providing a penalty; amending s. 106.08, F.S.;
   29         preempting counties, municipalities, and other local
   30         governmental entities from enacting or adopting any
   31         limitation or restriction involving certain
   32         contributions and expenditures, or establishing
   33         contribution limits different than those established
   34         in the Florida Election Code; providing applicability;
   35         providing effective dates.
