       The Committee on Ethics and Elections (Baxley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 20 - 22
    4  and insert:
    5  for all elections through the end of the calendar year of the
    6  next second ensuing regularly scheduled general election, unless
    7  the elector or the elector’s
    8

   10  And the title is amended as follows:
   11         Delete lines 4 - 5
   12  and insert:
   13         vote-by-mail ballots to all elections through the end
   14         of the calendar year of the next regularly scheduled
