       Senator Hutson moved the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 1300 and 1301
    4  insert:
    5         (16) LOCAL GOVERNMENT APPROVAL.—
    6         (a) The Division of Pari-mutuel Wagering shall not issue
    7  any initial license under this section except upon proof in such
    8  form as the division may prescribe that the local government
    9  where the applicant for such license desires to conduct cardroom
   10  gaming has voted to approve such activity by a majority vote of
   11  the governing body of the municipality or the governing body of
   12  the county if the facility is not located in a municipality.
   13         (b) Notwithstanding any other provision of law, a
   14  municipality may prohibit the establishment of a cardroom on or
   15  after July 1, 2021, within its jurisdiction. This paragraph does
   16  not apply to a licensed pari-mutuel permitholder who held an
   17  operating license for the conduct of pari-mutuel wagering for
   18  fiscal year 2020-2021 in the municipality’s jurisdiction or to a
   19  cardroom that was previously approved by the municipality.
