       The Committee on Children, Families, and Elder Affairs (Brodeur)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. This act may be cited as the “Protect Our Loved
    6  Ones Act.”
    7         Section 2. Section 402.88, Florida Statutes, is created to
    8  read:
    9         402.88Special Persons Registry for interactions with law
   10  enforcement.—
   11         (1)The Department of Health shall develop and maintain a
   12  database, to be known as the “Special Persons Registry,” of
   13  persons who may have developmental, psychological, or other
   14  disabilities or conditions that may be relevant to their
   15  interactions with law enforcement officers. Parents, guardians,
   16  and caregivers may enroll in the registry a person of any age
   17  with any type of developmental, psychological, or other
   18  disability or condition, including, but not limited to, autism
   19  spectrum disorder, Alzheimer’s disease, dementia, bipolar
   20  disorder, and Down syndrome. Persons may also enroll themselves
   21  if they are 18 years of age or older. The registry may include,
   22  but need not be limited to, any of the following information:
   23         (a)An enrollee’s name, contact information, personal
   24  identifying information, and disability or condition that may be
   25  relevant to interactions with law enforcement officers.
   26         (b)If a person did not enroll themselves, the name,
   27  contact information, and personal identifying information of the
   28  parent, guardian, or caregiver who enrolled the person in the
   29  registry.
   30         (c)Any additional information provided by an enrollee or
   31  an enrollee’s parent, guardian, or caregiver.
   32         (d)Any information requested by the Department of Health
   33  or the Department of Law Enforcement or otherwise held by a law
   34  enforcement agency, a county emergency management agency, or a
   35  local fire department for the purpose of assisting law
   36  enforcement officers, emergency medical personnel, or fire
   37  personnel in responding to a call for service.
   38         (2)The Department of Law Enforcement shall provide
   39  information from the registry to law enforcement officers to
   40  assist officers in the performance of their official duties. The
   41  registry shall provide such relevant information to a law
   42  enforcement officer engaged in his or her official duties upon
   43  an officer’s request made through the Florida Crime Information
   44  Center.
   45         Section 3. This act shall take effect March 1, 2023.

   52         An act relating to the Special Persons Registry;
   53         providing a short title; creating s. 402.88, F.S.;
   54         requiring the Department of Health to develop and
   55         maintain a database, to be known as the “Special
   56         Persons Registry,” for a specified purpose; providing
   57         for enrollment in the registry; specifying information
   58         the registry may include; requiring the Department of
   59         Law Enforcement to provide relevant information from
   60         the registry to law enforcement officers upon request
   61         through a specified system; providing an effective
   62         date.
