    1                        A bill to be entitled                      
    2         An act relating to the Special Persons Registry;
    3         providing a short title; creating s. 402.88, F.S.;
    4         requiring the Department of Health to develop and
    5         maintain a database, to be known as the “Special
    6         Persons Registry,” for a specified purpose; providing
    7         for enrollment in the registry; specifying information
    8         the registry may include; requiring the Department of
    9         Law Enforcement to provide relevant information from
   10         the registry to law enforcement officers upon request
   11         through a specified system; providing an effective
   12         date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. This act may be cited as the “Protect Our Loved
   17  Ones Act.”
   18         Section 2. Section 402.88, Florida Statutes, is created to
   19  read:
   20         402.88Special Persons Registry for interactions with law
   21  enforcement.—
   22         (1)The Department of Health shall develop and maintain a
   23  database, to be known as the “Special Persons Registry,” of
   24  persons who may have developmental, psychological, or other
   25  disabilities or conditions that may be relevant to their
   26  interactions with law enforcement officers. Parents, guardians,
   27  and caregivers may enroll in the registry a person of any age
   28  with any type of developmental, psychological, or other
   29  disability or condition, including, but not limited to, autism
   30  spectrum disorder, Alzheimer’s disease, dementia, bipolar
   31  disorder, and Down syndrome. Persons may also enroll themselves
   32  if they are 18 years of age or older. The registry may include,
   33  but need not be limited to, any of the following information:
   34         (a)An enrollee’s name, contact information, personal
   35  identifying information, and disability or condition that may be
   36  relevant to interactions with law enforcement officers.
   37         (b)If a person did not enroll themselves, the name,
   38  contact information, and personal identifying information of the
   39  parent, guardian, or caregiver who enrolled the person in the
   40  registry.
   41         (c)Any additional information provided by an enrollee or
   42  an enrollee’s parent, guardian, or caregiver.
   43         (d)Any information requested by the Department of Health
   44  or the Department of Law Enforcement or otherwise held by a law
   45  enforcement agency, a county emergency management agency, or a
   46  local fire department for the purpose of assisting law
   47  enforcement officers, emergency medical personnel, or fire
   48  personnel in responding to a call for service.
   49         (2)The Department of Law Enforcement shall provide
   50  information from the registry to law enforcement officers to
   51  assist officers in the performance of their official duties. The
   52  registry shall provide such relevant information to a law
   53  enforcement officer engaged in his or her official duties upon
   54  an officer’s request made through the Florida Crime Information
   55  Center.
   56         Section 3. This act shall take effect March 1, 2023.
