    1                        A bill to be entitled                      
    2         An act relating to alcohol purchases by veterans’
    3         service organizations; amending s. 561.14, F.S.;
    4         revising limitations on purchases of alcoholic
    5         beverages by vendors from vendors to exclude purchases
    6         by certain veterans’ service organizations; providing
    7         an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (3) of section 561.14, Florida
   12  Statutes, is amended to read:
   13         561.14 License and registration classification.—Licenses
   14  and registrations referred to in the Beverage Law shall be
   15  classified as follows:
   16         (3) Vendors licensed to sell alcoholic beverages at retail
   17  only. No vendor shall purchase or acquire in any manner for the
   18  purpose of resale any alcoholic beverages from any person not
   19  licensed as a vendor, manufacturer, bottler, or distributor
   20  under the Beverage Law. Purchases of alcoholic beverages by
   21  vendors from vendors shall be strictly limited to purchases
   22  between members of a pool buying group for which the initial
   23  purchase of the alcoholic beverages was ordered by a pool buying
   24  agent as a single transaction, or purchases by a division,
   25  department, post, or chapter of a veterans’ service organization
   26  granted a federal charter under Title 36, United States Code. No
   27  vendor shall be a member of more than one cooperative or pool
   28  buying group at any time. No vendor shall import, or engage in
   29  the importation of, any alcoholic beverages from places beyond
   30  the limits of the state.
   31         Section 2. This act shall take effect July 1, 2022.
