    1                       Senate Joint Resolution                     
    2         A joint resolution proposing an amendment to Section 3
    3         of Article XI of the State Constitution to limit
    4         revisions or amendments of the State Constitution by
    5         citizen initiative to matters relating to procedural
    6         subjects or to the structure of the government or of
    7         the State Constitution.

    9  Be It Resolved by the Legislature of the State of Florida:
   10  
   11         That the following amendment to Section 3 of Article XI of
   12  the State Constitution is agreed to and shall be submitted to
   13  the electors of this state for approval or rejection at the next
   14  general election or at an earlier special election specifically
   15  authorized by law for that purpose:
   16                             ARTICLE XI                            
   17                             AMENDMENTS                            
   18         SECTION 3. Initiative.—The power to propose the revision or
   19  amendment of any portion or portions of this constitution by
   20  initiative is reserved to the people, provided that, any such
   21  revision or amendment, except for those limiting the power of
   22  government to raise revenue, shall embrace but one subject and
   23  matter directly connected therewith and shall be limited to
   24  matters relating to procedural subjects or to the structure of
   25  the government or of this constitution. It may be invoked by
   26  filing with the custodian of state records a petition containing
   27  a copy of the proposed revision or amendment, signed by a number
   28  of electors in each of one half of the congressional districts
   29  of the state, and of the state as a whole, equal to eight
   30  percent of the votes cast in each of such districts respectively
   31  and in the state as a whole in the last preceding election in
   32  which presidential electors were chosen.
   33         BE IT FURTHER RESOLVED that the following statement be
   34  placed on the ballot:
   35                      CONSTITUTIONAL AMENDMENT                     
   36                        ARTICLE XI, SECTION 3                      
   37         LIMITING SUBJECT OF CONSTITUTIONAL REVISIONS OR AMENDMENTS
   38  PROPOSED BY CITIZEN INITIATIVE.—Proposing an amendment to the
   39  State Constitution to limit revisions or amendments of the State
   40  Constitution by citizen initiative to matters relating to
   41  procedural subjects or to the structure of the government or of
   42  the State Constitution.
