    1                        A bill to be entitled                      
    2         An act relating to instructional hours for the
    3         Voluntary Prekindergarten Education Program; amending
    4         ss. 1002.55, 1002.61, 1002.63, and 1002.71, F.S.;
    5         revising the instructional hours required in the
    6         Voluntary Prekindergarten Education Program to provide
    7         for an 8-hour program day in the summer and school
    8         year programs; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (2) of section 1002.55, Florida
   13  Statutes, is amended to read:
   14         1002.55 School-year prekindergarten program delivered by
   15  private prekindergarten providers.—
   16         (2) Each school-year prekindergarten program delivered by a
   17  private prekindergarten provider must comprise at least 1,440
   18  540 instructional hours.
   19         Section 2. Paragraph (a) of subsection (2) of section
   20  1002.61, Florida Statutes, is amended to read:
   21         1002.61 Summer prekindergarten program delivered by public
   22  schools and private prekindergarten providers.—
   23         (2) Each summer prekindergarten program delivered by a
   24  public school or private prekindergarten provider must:
   25         (a) Comprise at least 480 300 instructional hours;
   26         Section 3. Subsection (2) of section 1002.63, Florida
   27  Statutes, is amended to read:
   28         1002.63 School-year prekindergarten program delivered by
   29  public schools.—
   30         (2) Each school-year prekindergarten program delivered by a
   31  public school must comprise at least 1,440 540 instructional
   32  hours.
   33         Section 4. Subsection (2) of section 1002.71, Florida
   34  Statutes, is amended to read:
   35         1002.71 Funding; financial and attendance reporting.—
   36         (2) A full-time equivalent student in the Voluntary
   37  Prekindergarten Education Program shall be calculated as
   38  follows:
   39         (a) For a student in a school-year prekindergarten program
   40  delivered by a private prekindergarten provider: 1,440 540
   41  instructional hours.
   42         (b) For a student in a summer prekindergarten program
   43  delivered by a public school or private prekindergarten
   44  provider: 480 300 instructional hours.
   45         (c) For a student in a school-year prekindergarten program
   46  delivered by a public school: 1,440 540 instructional hours.

   48  Except as provided in subsection (4), a student may not be
   49  reported for funding purposes as more than one full-time
   50  equivalent student.
   51         Section 5. This act shall take effect July 1, 2022.
