       The Committee on Rules (Wright) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 95 - 99
    4  and insert:
    5         (b) All costs and fees for the motor vehicle impoundment
    6  must be paid to the towing company or person impounding the
    7  vehicle by the owner of the vehicle or the person authorized in
    8  writing under s. 713.78(10), regardless of whether the
    9  noncriminal traffic infraction or the criminal charge is
   10  dismissed.
