       The Committee on Military and Veterans Affairs, Space, and
       Domestic Security (Wright) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 9 and 10
    4  insert:
    5         Section 1. Subsection (3) of section 1000.39, Florida
    6  Statutes, is amended to read:
    7         1000.39 State council; Interstate Compact on Educational
    8  Opportunity for Military Children.—
    9         (3) The council shall consist of the following eight seven
   10  members:
   11         (a) The Commissioner of Education or his or her designee.
   12         (b) The superintendent, or his or her designee, for the
   13  school district with the highest percentage per capita of
   14  military children during the previous school year.
   15         (c) Two members appointed by the Commissioner of Education,
   16  one of whom shall represent a military installation located
   17  within this state and one of whom shall represent the executive
   18  branch and possess experience in assisting military families in
   19  obtaining educational services for their children. The term of
   20  each member appointed under this paragraph shall be for 4 years,
   21  except that, in order to provide for staggered terms, the
   22  Commissioner of Education shall initially appoint one member to
   23  a term of 2 years and one member to a term of 3 years.
   24         (d) One member appointed by, and who shall serve at the
   25  pleasure of, the President of the Senate and one member
   26  appointed by, and who shall serve at the pleasure of, the
   27  Speaker of the House of Representatives.
   28         (e) The Compact Commissioner and the Military Family
   29  Education Liaison designated by the Governor under s. 1000.38,
   30  who shall serve as nonvoting, ex officio members of the council.

   33  And the title is amended as follows:
   34         Between lines 3 and 4
   35  insert:
   36         amending s. 1000.39, F.S.; requiring the President of
   37         the Senate and the Speaker of the House of
   38         Representatives to each appoint one member to the
   39         State Council on Interstate Educational Opportunity
   40         for Military Children, rather than appoint one member
   41         jointly;
