       The Committee on Rules (Brodeur) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 24 - 35
    4  and insert:
    5  from the Land Acquisition Trust Fund.
    6         1. The governing boards shall consider all of the following
    7  criteria in designating a wetland for inclusion on the list:
    8         a. The ecological value of the wetland, as determined by
    9  the physical and biological components of the environmental
   10  system.
   11         b. The effect of the wetland on water quality and flood
   12  mitigation.
   13         c. The ecosystem restoration value of the wetland.
   14         d. The inherent susceptibility of the wetland to
   15  development due to its geographical location or natural
   16  aesthetics.
   17         2. A landowner who wishes to have his or her property
   18  removed from the list must submit by certified mail a letter
   19  requesting that his or her property be removed and sufficiently
   20  identify such property to the governing board of the water
   21  management district. The governing board shall approve a removal
   22  request that meets the requirements of this subparagraph at its
   23  next regularly scheduled meeting.

   26  And the title is amended as follows:
   27         Delete line 9
   28  and insert:
   29         the list; requiring landowners who wish to have their
   30         property removed from the list to submit a certified
   31         letter requesting removal; providing requirements for
   32         any such request; requiring a governing board to
   33         approve such removal if the request meets those
   34         requirements; providing the timeframe for approval of
   35         requests; revising minimum requirements for annual
   36         strategic plans; providing an effective date.
