       The Appropriations Committee on Education (Jones) recommended
       the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 74 and 75
    4  insert:
    5         Section 3. Paragraph (k) is added to subsection (1) of
    6  section 1003.02, Florida Statutes, to read:
    7         1003.02 District school board operation and control of
    8  public K-12 education within the school district.—As provided in
    9  part II of chapter 1001, district school boards are
   10  constitutionally and statutorily charged with the operation and
   11  control of public K-12 education within their school districts.
   12  The district school boards must establish, organize, and operate
   13  their public K-12 schools and educational programs, employees,
   14  and facilities. Their responsibilities include staff
   15  development, public K-12 school student education including
   16  education for exceptional students and students in juvenile
   17  justice programs, special programs, adult education programs,
   18  and career education programs. Additionally, district school
   19  boards must:
   20         (1) Provide for the proper accounting for all students of
   21  school age, for the attendance and control of students at
   22  school, and for proper attention to health, safety, and other
   23  matters relating to the welfare of students in the following
   24  areas:
   25         (k) Instructions on emergency first aid for choking.
   26  Require a poster that contains step-by-step instructions on how
   27  to provide emergency first aid for choking on conscious
   28  individuals to be posted in each public school cafeteria within
   29  the school district. The poster must be easily visible and
   30  prominently placed.

   33  And the title is amended as follows:
   34         Delete lines 2 - 10
   35  and insert:
   36         An act relating to public schools; amending s.
   37         1001.42, F.S.; providing requirements for middle
   38         school and high school start times; requiring such
   39         school start times to be implemented by a specified
   40         date; providing district school board requirements;
   41         amending s. 1002.33, F.S.; requiring charter schools
   42         to meet certain requirements relating to middle school
   43         and high school start times; amending s. 1003.02,
   44         F.S.; requiring a poster containing specified
   45         information to be placed in public school cafeterias;
   46         providing requirements for the placement of such
   47         posters; providing an effective date.
