       The Committee on Fiscal Policy (Burgess) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete line 158
    4  and insert:
    5         c. A person 18 years of age or older who violates sub
    6  subparagraph a. by knowingly selling or delivering to a minor at
    7  least 4 grams of a substance or mixture listed in sub
    8  subparagraph a. shall be
