House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environment and Natural Resources (Brodeur) recommended the following: 1 Senate Amendment (with title amendment) 2 3 4 Delete everything after the resolving clause 5 and insert: 6 That the following creation of Section 28 of Article I of 7 the State Constitution is agreed to and shall be submitted to 8 the electors of this state for approval or rejection at the next 9 general election or at an earlier special election specifically 10 authorized by law for that purpose: 11 ARTICLE I 12 DECLARATION OF RIGHTS 13 SECTION 28. Fishing, hunting, and the taking of fish and 14 wildlife.—Fishing, hunting, and the taking of fish and wildlife, 15 including by the use of traditional methods, shall be preserved 16 forever as a public right and preferred means of responsibly 17 managing and controlling fish and wildlife. This section does 18 not limit the authority granted to the Fish and Wildlife 19 Conservation Commission under Section 9 of Article IV. 20 BE IT FURTHER RESOLVED that the following statement be 21 placed on the ballot: 22 CONSTITUTIONAL AMENDMENT 23 ARTICLE I, SECTION 28 24 RIGHT TO FISH AND HUNT.—Proposing an amendment to the State 25 Constitution to preserve forever fishing and hunting, including 26 by the use of traditional methods, as a public right and 27 preferred means of responsibly managing and controlling fish and 28 wildlife. Specifies that the amendment does not limit the 29 authority granted to the Fish and Wildlife Conservation 30 Commission under Section 9 of Article IV of the State 31 Constitution. 32 33 ================= T I T L E A M E N D M E N T ================ 34 And the title is amended as follows: 35 Delete everything before the resolving clause 36 and insert: 37 A bill to be entitled 38 A joint resolution proposing the creation of Section 39 28 of Article I of the State Constitution to preserve 40 forever fishing, hunting, and the taking of fish and 41 wildlife, including by the use of traditional methods, 42 as a public right and preferred means of managing and 43 controlling fish and wildlife and providing 44 construction regarding such right.
