    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; renaming the “Give the Kids the
    4         World” specialty license plate as the “Universal
    5         Orlando Resort” specialty license plate; directing the
    6         Department of Highway Safety and Motor Vehicles to
    7         develop a Recycle Florida license plate and a Florida
    8         Association of Realtors license plate; providing for
    9         distribution and use of fees collected from the sale
   10         of the plates; providing an effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Subsection (107) of section 320.08058, Florida
   15  Statutes, is amended, and subsections (127) and (128) are added
   16  to that section, to read:
   17         320.08058 Specialty license plates.—
   18         (107) UNIVERSAL ORLANDO RESORT GIVE KIDS THE WORLD LICENSE
   19  PLATES.—
   20         (a) The department shall develop a Universal Orlando Resort
   21  Give Kids The World license plate as provided in this section
   22  and s. 320.08053. The plate must bear the colors and design
   23  approved by the department. The word “Florida” must appear at
   24  the top of the plate, and the words “Universal Orlando Resort”
   25  “Give Kids The World” must appear at the bottom of the plate.
   26         (b) The annual use fees from the sale of the plate must
   27  shall be distributed to Give Kids The World, Inc., a nonprofit
   28  organization under s. 501(c)(3) of the Internal Revenue Code. Up
   29  to 10 percent of the proceeds may be used for the promotion and
   30  marketing of the plate. The remainder of the proceeds must shall
   31  be used by Give Kids The World, Inc., to support their mission
   32  of providing week-long, cost-free vacations to children with
   33  critical illnesses and their families.
   34         (127)RECYCLE FLORIDA LICENSE PLATES.—
   35         (a)The department shall develop a Recycle Florida license
   36  plate as provided in this section and s. 320.08053. The plate
   37  must bear the colors and design approved by the department. The
   38  word “Florida” must appear at the top of the plate, and the
   39  words “Recycle Florida” must appear at the bottom of the plate.
   40         (b)The annual use fees from the sale of the plate must be
   41  distributed to Recycle Florida Today Foundation, Inc., which may
   42  use up to 10 percent of the proceeds to promote and market the
   43  plate. The remainder of the proceeds must be used to increase
   44  public awareness about the importance of recycling, resource
   45  conservation, and environmental stewardship; to promote robust,
   46  comprehensive, and sustainable recycling programs; and to
   47  support the professional development of persons employed in
   48  fields including, but not limited to, recycling, conservation,
   49  and sustainability.
   50         (128)FLORIDA ASSOCIATION OF REALTORS LICENSE PLATES.—
   51         (a)The department shall develop a Florida Association of
   52  Realtors license plate as provided in this section and s.
   53  320.08053. The plate must bear the colors and design approved by
   54  the department. The word “Florida” must appear at the top of the
   55  plate, and the words “Support Homeownership” must appear at the
   56  bottom of the plate.
   57         (b)The annual use fees from the sale of the plate shall be
   58  distributed to Homeownership For All, Inc., which may use up to
   59  10 percent of the proceeds to promote and market the plate. The
   60  remainder of the proceeds shall be used by Homeownership For
   61  All, Inc., to fund programs that provide, promote, or otherwise
   62  support affordable housing in this state.
   63         Section 2. This act shall take effect October 1, 2023.
