    1                        A bill to be entitled                      
    2         An act relating to grants for nonprofit organization
    3         safety; creating s. 252.3712, F.S.; requiring the
    4         Division of Emergency Management to establish a
    5         specified grant program; providing eligibility
    6         requirements; requiring the grants to be used for
    7         certain purposes; providing limitations on the amount
    8         of grant awards; authorizing the division to use a
    9         certain amount of funding for administration of the
   10         program; requiring the division to adopt rules;
   11         providing for future repeal; providing an
   12         appropriation; providing an effective date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Section 252.3712, Florida Statutes, is created
   17  to read:
   18         252.3712Nonprofit Security Grant Program.—
   19         (1)The division shall establish a Nonprofit Security Grant
   20  Program that shall consist of funds appropriated by the
   21  Legislature to nonprofit organizations, including houses of
   22  worship and community centers, that are at high risk for violent
   23  attacks or hate crimes. The grants may be used to increase
   24  security and safety, including, but not limited to:
   25         (a)The purchase and installation of security
   26  infrastructure, perimeter lighting, door hardening, security
   27  camera systems, perimeter fencing, barriers and bollards, and
   28  blast-resistant film and shatter-resistant glass for windows.
   29         (b)Hiring security personnel.
   30         (c)Training for security personnel and staff on threat
   31  awareness, emergency procedures, and first aid.
   32         (2)The minimum amount of any grant award is $10,000, and
   33  the maximum grant award amount is $150,000. The total amount of
   34  funds available for the program is limited to the amount
   35  appropriated by the Legislature.
   36         (3)The division may use up to 3 percent of the total
   37  amount appropriated to administer the grant program.
   38         (4)The division shall adopt rules to administer this
   39  section.
   40         (5)This section is repealed January 1, 2028, unless
   41  reviewed and saved from repeal through reenactment by the
   42  Legislature.
   43         Section 2. For the 2023-2024 fiscal year, the sum of $15
   44  million in nonrecurring funds is appropriated from the General
   45  Revenue Fund to the Division of Emergency Management for the
   46  purpose of implementing this act.
   47         Section 3. This act shall take effect July 1, 2023.
