House Comm: RCS . 03/27/2023 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environment and Natural Resources (Wright) recommended the following: 1 Senate Amendment 2 3 Delete lines 67 - 85 4 and insert: 5 (a) Establish a land use management system that protects 6 the natural environment of the southern Brevard Barrier Island 7 Area. 8 (b) Establish a land use management system that promotes 9 orderly and balanced growth in accordance with the capacity of 10 existing public facilities and services. 11 (c) Protect and improve the Indian River Lagoon ecosystem, 12 including improving water quality of the Brevard Barrier Island 13 Area through federal, state, and local funding of water quality 14 improvement projects. 15 (d) Ensure that the population of the Brevard Barrier 16 Island can be safely evacuated in the event of a hurricane. 17 (4) DESIGNATION.—The Brevard Barrier Island Area, as 18 described in this subsection, is designated as an area of 19 critical state concern. The Brevard Barrier Island Area is that 20 portion of Brevard County bounded on the north by the southern 21 boundary of the Town of Melbourne Beach, on the east by the 22 Atlantic Ocean, on the west by the Indian River, and on the 23 south by the southern boundary of Sebastian Inlet State
