       The Committee on Fiscal Policy (Jones) recommended the
       following:
       
    1         Senate Amendment to Amendment (383522) (with title
    2  amendment)
    3  
    4         Delete lines 1001 - 1004
    5  and insert:
    6  solely because of the issuance of a valid immigration detainer
    7  or warrant may submit a DNA sample when the law enforcement
    8  agency receives the detainer or warrant; however, a law
    9  enforcement agency may not forcibly extract a DNA sample from
   10  such a person, and he or she may not be charged with a criminal
   11  offense for refusing to submit a DNA sample.

   14  And the title is amended as follows:
   15         Delete lines 1238 - 1240
   16  and insert:
   17         issued by a federal immigration agency; providing that
   18         certain qualifying offenders may submit DNA samples at
   19         a specified time; prohibiting law enforcement agencies
   20         from forcibly extracting a DNA sample from such
   21         persons; providing that a person who refuses to submit
   22         a DNA sample may not be charged with a criminal
   23         offense for refusing to submit a DNA sample; requiring
   24         law enforcement agencies
