The Committee on Education Pre-K -12 (Jones) recommended the
following:

3 Delete lines 777 - 812
4 and insert:
5 Section 16. Paragraph (i) of subsection (1) of section
6 1003.02, Florida Statutes, is amended to read:
7 1003.02 District school board operation and control of
8 public K-12 education within the school district.—As provided in
9 part II of chapter 1001, district school boards are
10 constitutionally and statutorily charged with the operation and
11 control of public K-12 education within their school districts.
12 The district school boards must establish, organize, and operate
13 their public K-12 schools and educational programs, employees,
14 and facilities. Their responsibilities include staff
15 development, public K-12 school student education including
16 education for exceptional students and students in juvenile
17 justice programs, special programs, adult education programs,
18 and career education programs. Additionally, district school
19 boards must:
20 (1) Provide for the proper accounting for all students of
21 school age, for the attendance and control of students at
22 school, and for proper attention to health, safety, and other
23 matters relating to the welfare of students in the following
24 areas:
25 (i) Parental Notification of acceleration, academic, and
26 career planning options.—At the beginning of each school year,
27 notify parents of students in or entering high school and the
28 students’ parents, in a language that is understandable to
29 students and parents, of the opportunity and benefits of
30 advanced placement, International Baccalaureate, Advanced
31 International Certificate of Education, and dual enrollment
32 courses; career and professional academies; career-themed
33 courses; the career and technical education pathway to earn a
34 standard high school diploma under s. 1003.4282(10); work-based
35 learning opportunities, including internships and apprenticeship
36 and preapprenticeship programs;, and Florida Virtual School
37 courses; and options for early graduation under s. 1003.4281;
38 and provide those students and parents with the contact
39 information of a certified school counselor who can advise
40 students on these options.
41 Section 17. Paragraph (e) of subsection (1) of section
42 1003.4156, Florida Statutes, is amended to read:
43 1003.4156 General requirements for middle grades
44 promotion.—
45 (1) In order for a student to be promoted to high school
46 from a school that includes middle grades 6, 7, and 8, the
47 student must successfully complete the following courses:
48 (e) One course in career and education planning to be
49 completed in grades 6, 7, or 8, which may be taught by any
50 member of the instructional staff. The course must be Internet
51 based, customizable to each student, and include research-based
52 assessments to assist students in determining educational and
53 career options and goals. In addition, the course must result in
54 a completed personalized academic and career plan for the
55 student, which must that may be revised at least annually as the
56 student progresses through middle school and high school,; must
57 emphasize the importance of entrepreneurship and employability
58 skills,; and must include information from the Department of
59 Economic Opportunity’s economic security report under s. 445.07
60 and other state career planning resources. The required
61 personalized academic and career plan must inform students of
62 high school graduation requirements, including a detailed
63 explanation of the requirements for earning a high school
64 diploma designation under s. 1003.4285 and the career and
65 technical education pathway to earn a standard high school
66 diploma under s. 1003.4282(10); the requirements for each
67 scholarship in the Florida Bright Futures Scholarship Program;
68 state university and Florida College System institution
69 admission requirements; available opportunities to earn college
70 credit in high school, including Advanced Placement courses; the
71 International Baccalaureate Program; the Advanced International
72 Certificate of Education Program; dual enrollment, including
73 career dual enrollment; work-based learning opportunities,
74 including internships and preapprenticeship and apprenticeship
75 programs; and career education courses, including career-themed
76 courses, preapprenticeship and apprenticeship programs, and
77 course sequences that lead to industry certification pursuant to
78 s. 1003.492 or s. 1008.44. The course may be implemented as a
79 stand-alone course or integrated into another course or courses.
