       The Committee on Community Affairs (Gruters) recommended the
       following:
       
    1         Senate Amendment to Amendment (333250)
    2  
    3         Delete line 212
    4  and insert:
    5  continue to perform its governmental operations. Access to and
    6  eligibility for the loan program supersedes any local government
    7  charter or borrowing limitations that would otherwise
    8  financially constrain the local government’s ability to recover
    9  from a disaster.
