    1                        A bill to be entitled                      
    2         An act relating to the Capitol Complex; amending s.
    3         265.111, F.S.; requiring the Department of Management
    4         Services to set aside and dedicate a specific area of
    5         the Capitol Complex for the placement of memorials;
    6         amending ss. 272.09, 281.01, and 943.60, F.S.;
    7         revising the definition of the term “Capitol Complex”;
    8         defining the term “Memorial Park”; providing an
    9         effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Subsection (3) of section 265.111, Florida
   14  Statutes, is amended to read:
   15         265.111 Capitol Complex; monuments.—
   16         (3) The Department of Management Services, in consultation
   17  with the Florida Historical Commission, shall set aside and
   18  dedicate the an area of the Capitol Complex described as
   19  “Memorial Park” in s. 281.01, not including the State Capital
   20  Circle Office Complex, and dedicate a memorial garden on which
   21  authorized monuments shall be placed, including. The memorial
   22  garden must include a monument in remembrance of the 241 members
   23  of the United States Armed Forces who lost their lives on
   24  October 23, 1983, in Beirut, Lebanon.
   25         Section 2. Subsection (1) of section 272.09, Florida
   26  Statutes, is amended to read:
   27         272.09 Management, maintenance, and upkeep of Capitol
   28  Center.—
   29         (1) For purposes of this section, the term “Capitol
   30  Complex” means the portion of the Capitol Center commonly
   31  referred to as the Capitol, the Historic Capitol, the Senate
   32  Office Building, the House Office Building, the Knott Building,
   33  the Pepper Building, the Holland Building, the Elliot Building,
   34  the R.A. Gray Building, and the associated parking garages and
   35  the curtilage of each, including the state-owned lands and
   36  public streets adjacent thereto within an area bounded by and
   37  including Calhoun Street, East Pensacola Street, Monroe Street,
   38  Jefferson Street, West Pensacola Street, Martin Luther King Jr.
   39  Boulevard Duval Street, and Gaines Street. The term does not
   40  include the Supreme Court Building or the public streets
   41  adjacent thereto. The portion of the Capitol Complex existing
   42  between and including the Elliot Building and the Holland
   43  Building within an area bounded by and including Monroe Street,
   44  Gaines Street, Calhoun Street, and East Pensacola Street shall
   45  be known as “Memorial Park.”
   46         Section 3. Section 281.01, Florida Statutes, is amended to
   47  read:
   48         281.01 Definitions.—For the purposes of ss. 281.01-281.08,
   49  the term “Capitol Complex” means includes that portion of
   50  Tallahassee, Leon County, Florida, commonly referred to as the
   51  Capitol, the Historic Capitol, the Senate Office Building, the
   52  House Office Building, the Knott Building, the Pepper Building,
   53  the Holland Building, the Elliot Building, the R.A. Gray
   54  Building, and the associated parking garages and the curtilage
   55  of each, including the state-owned lands and public streets
   56  adjacent thereto within an area bounded by and including Calhoun
   57  Street, East Pensacola Street, Monroe Street, Jefferson Street,
   58  West Pensacola Street, Martin Luther King Jr. Boulevard Duval
   59  Street, and Gaines Street. The term includes shall also include
   60  the State Capital Circle Office Complex located in Leon County,
   61  Florida. The term does not include the Supreme Court Building or
   62  the public streets adjacent thereto. The portion of the Capitol
   63  Complex existing between and including the Elliot Building and
   64  the Holland Building within an area bounded by and including
   65  Monroe Street, Gaines Street, Calhoun Street, and East Pensacola
   66  Street shall be known as “Memorial Park.”
   67         Section 4. Section 943.60, Florida Statutes, is amended to
   68  read:
   69         943.60 Definitions.—For the purposes of ss. 943.60-943.68,
   70  the term “Capitol Complex” means includes that portion of
   71  Tallahassee, Leon County, Florida, commonly referred to as the
   72  Capitol, the Historic Capitol, the Senate Office Building, the
   73  House Office Building, the Knott Building, the Pepper Building,
   74  the Holland Building, the Elliot Building, the R.A. Gray
   75  Building, and the associated parking garages and the curtilage
   76  of each, including the state-owned lands and public streets
   77  adjacent thereto within an area bounded by and including Calhoun
   78  Street, East Pensacola Street, Monroe Street, Jefferson Street,
   79  West Pensacola Street, Martin Luther King Jr. Boulevard Duval
   80  Street, and Gaines Street. The term includes shall also include
