       The Committee on Governmental Oversight and Accountability
       (Powell) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 96
    4  and insert:
    5         shall serve 4-year terms; however for the purpose of
    6  providing staggered terms, half of the appointees shall
    7  initially be appointed to 2-year terms, while the other half be
    8  appointed to 4-year terms. All subsequent appointments shall be
