       Senator Davis moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 904 and 905
    4  insert:
    5         Section 10. Section 98.0752, Florida Statutes, is created
    6  to read:
    7         98.0752 Restoration of voting rights verification system.—
    8         (1)By January 1, 2024, the Department of State shall
    9  develop a publicly accessible Internet-based system that allows
   10  a person who has been disqualified from voting based on a felony
   11  conviction for an offense other than murder or a felony sexual
   12  offense, as those terms are defined in s. 98.0751, to verify
   13  whether he or she has completed all the terms of his or her
   14  sentence as provided in s. 98.0751(2)(a) in order to determine
   15  his or her eligibility for voting rights restoration granted
   16  under s. 4, Art. VI of the State Constitution.
   17         (2)The system must display all of the following
   18  information related to a person’s conviction:
   19         (a)Progress toward completion of any term of probation or
   20  community control.
   21         (b)Fulfillment of any term ordered by the court as a part
   22  of the person’s sentence.
   23         (c)Termination from any term of supervision, monitored by
   24  the Florida Commission on Offender Review, including, but not
   25  limited, to parole.
   26         (d)Full payment of all of the following:
   27         1.Restitution ordered to a victim by the court as part of
   28  the sentence.
   29         2.Full payment of fines or fees ordered by the court as
   30  part of the sentence or as a condition of any form of
   31  supervision, including, but not limited to, probation, community
   32  control, or parole.
   33         (3)The department shall coordinate with clerks of the
   34  court and law enforcement agencies to compile the information
   35  necessary for the system’s operation.
   36         (4)By January 1, 2024, the department shall adopt rules to
   37  implement this section.

   48         the court and law enforcement agencies to compile
   49         information needed for the system’s operation;
