The Committee on Agriculture (Gruters) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete everything after the resolving clause
4 and insert:
5 That the United States Department of Agriculture is
6 requested to perform a study on the foods typically purchased by
7 users of the Supplemental Nutrition Assistance Program.
8 BE IT FURTHER RESOLVED that the Secretary of State dispatch
9 copies of this memorial to the Secretary of the United States
10 Department of Agriculture, the President of the United States,
11 the President of the United States Senate, the Speaker of the
12 United States House of Representatives, and each member of the
13 Florida delegation to the United States Congress.

19 Senate Memorial
20 A memorial to the United States Department of
21 Agriculture, requesting the department to perform a
22 study on the foods typically purchased by users of the
23 Supplemental Nutrition Assistance Program.

25 WHEREAS, the Supplemental Nutrition Assistance Program
26 (SNAP) offers nutrition assistance to eligible low-income
27 individuals and families in the form of funds to purchase
28 eligible food, and
29 WHEREAS, The Food and Nutrition Service under the United
30 States Department of Agriculture (USDA) administers SNAP, and
31 the Florida Department of Children and Families distributes the
32 benefits, and
33 WHEREAS, SNAP benefits may be used to purchase any food
34 product intended for human consumption, but may not be used to
35 purchase alcoholic beverages, tobacco, hot foods, and hot food
36 products prepared for immediate consumption, and
37 WHEREAS, the last study administered by the USDA to
38 identify foods typically purchased by SNAP households was
39 conducted using point-of-sale data from 2011, information that
40 is over a decade old, and
41 WHEREAS, relevant and recent data is needed to identify the
42 foods typically purchased by SNAP households, NOW, THEREFORE,
