       The Committee on Appropriations (Collins) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 46 - 120
    4  and insert:
    5  safety and education program administered by three Florida not
    6  for-profit corporations.
    7         1.The program administrators must be charities registered
    8  with the Department of Agriculture and Consumer Services.
    9         2.One of the program administrators must be a motorcycle
   10  grassroots organization that has been in existence for no less
   11  than 30 years with an established history of advocating for
   12  motorcycle safety during that time period and can demonstrate
   13  membership of at least 5,000 members as of January 1, 2023,
   14  which are geographically dispersed throughout this state.
   15         3.Two of the program administrators must be motorcycle
   16  grassroots organizations that have been in existence for no less
   17  than 20 years with an established history of advocating for
   18  motorcycle safety during that time period and can demonstrate
   19  membership of at least 1,000 members as of January 1, 2023,
   20  which are geographically dispersed throughout this state.
   21         (e)The department shall enter into a 5-year contract with
   22  each of the program administrators to use their portion of the
   23  safety education fee to pay for motorcycle safety and education
   24  programs. The programs must promote motorcycle safety and
   25  education with the goal of reducing motorcycle injuries and
   26  deaths in this state. The programs may include pamphlets,
   27  advertisements, public service announcements, digital media,
   28  social media, a website, participation at grassroots motorcycle
   29  events, advocacy, and reasonable administrative expenses. Each
   30  5-year contract between the department and each program
   31  administrator must require that each program administrator show
   32  clear collaboration during and prior to implementation of
   33  motorcycle safety and education programs which may include, but
   34  need not be limited to, collaboration regarding advertising,
   35  management of the safety education fee funds, and motorcycle
   36  safety and education programs.
   37         (f)Each of the program administrators shall file an annual
   38  report by July 31 with the President of the Senate and the
   39  Speaker of the House of Representatives, outlining the types of
   40  events the program administrator attended, if any, and the
   41  methods selected to distribute safety awareness and education
   42  materials or to expose the public to the programs, estimating
   43  the number of people who were exposed to the program
   44  administrator’s educational efforts, and specifying clear
   45  collaboration with any other program administrator during and
   46  prior to implementation of any safety education programs.
   47         Section 2. Subsection (1) and paragraph (a) of subsection
   48  (2) of section 320.086, Florida Statutes, are amended to read:
   49         320.086 Ancient or antique motor vehicles; horseless
   50  carriage, antique, or historical license plates; former military
   51  vehicles.—
   52         (1) The owner of a motor vehicle for private use
   53  manufactured in model year 1945 or earlier and operated on the
   54  streets and highways of this state shall, upon application in
   55  the manner and at the time prescribed by the department and upon
   56  payment of the license tax for an ancient motor vehicle
   57  prescribed by s. 320.08(1)(g), (2)(a), or (3)(e) s.
   58  320.08(1)(d), (2)(a), or (3)(e), be issued a special license
   59  plate for such motor vehicle. The license plate shall be
   60  permanent and valid for use without renewal so long as the
   61  vehicle is in existence. In addition to the payment of all other
   62  fees required by law, the applicant shall pay such fee for the
   63  issuance of the special license plate as may be prescribed by
   64  the department commensurate with the cost of its manufacture.
   65  The registration numbers and special license plates assigned to
   66  such motor vehicles shall run in a separate numerical series,
   67  commencing with “Horseless Carriage No. 1,” and the plates shall
   68  be of a distinguishing color.
   69         (2)(a) The owner of a motor vehicle for private use
   70  manufactured in a model year after 1945 and of the age of 30
   71  years or more after the model year and operated on the streets
   72  and highways of this state may, upon application in the manner
   73  and at the time prescribed by the department and upon payment of
   74  the license tax prescribed by s. 320.08(1)(g), (2)(a), or (3)(e)
   75  s. 320.08(1)(d), (2)(a), or (3)(e), be issued a special license
   76  plate for such motor vehicle. In addition to the payment of all
   77  other fees required by law, the applicant shall pay the fee for
   78  the issuance of the special license plate prescribed by the
   79  department, commensurate with the cost of its manufacture. The
   80  registration numbers and special license plates assigned to such
   81  motor vehicles shall run in a separate numerical series,
   82  commencing with “Antique No. 1,” and the plates shall be of a
   83  distinguishing color. The owner of the motor vehicle may, upon
   84  application and payment of the license tax prescribed by s.
   85  320.08, be issued a regular Florida license plate or specialty
   86  license plate in lieu of the special “Antique” license plate.
   87         Section 3. By October 1, 2023, the Department of Highway
   88  Safety and Motor Vehicles shall select three program
   89  administrators that meet the requirements of s. 320.08(1)(d),
   90  Florida Statutes, and shall enter into contracts as specified in
   91  this act. The department shall award the contracts pursuant to
   92  this act to eligible entities even if a sufficient number of
   93  qualified entities have not applied. The department shall
   94  transmit one-third of the safety education fee to each program
   95  administrator quarterly, with the first payment being

  103         for the administrators of such program; requiring the

  105         enter into certain contracts for a specified purpose;
  106         specifying the requirements of the safety awareness
  107         and education programs; specifying requirements for
  108         certain contracts; requiring the administrators of the
  109         programs to file an annual report with the Legislature
  110         by a certain date; amending s. 320.086, F.S.;
  111         conforming cross-references; requiring the department
  112         to select program administrators and enter into
  113         specified contracts by a specified date; requiring the
  114         department to transmit portions of the safety
  115         education fee to the program administrators
