       Senator Hooper moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Before line 12
    4  insert:
    5         Section 1. Present subsection (11) of section 197.3632,
    6  Florida Statutes, is redesignated as subsection (12), and a new
    7  subsection (11) is added to that section, to read:
    8         197.3632 Uniform method for the levy, collection, and
    9  enforcement of non-ad valorem assessments.—
   10         (11)A local government created under s. 163.01(7) may levy
   11  non-ad valorem assessments within the jurisdiction of a county
   12  or municipality only if the county or municipality has
   13  authorized by ordinance or resolution such local government to
   14  administer a program for financing qualifying improvements to
   15  residential property within the county or municipality.
