    2         An act relating to qualifications of the director of
    3         the Division of Emergency Management; amending s.
    4         14.2016, F.S.; requiring the director of the Division
    5         of Emergency Management to meet specified
    6         qualifications; providing an effective date.

    8  Be It Enacted by the Legislature of the State of Florida:
    9  
   10         Section 1. Subsection (1) of section 14.2016, Florida
   11  Statutes, is amended to read:
   12         14.2016 Division of Emergency Management.—
   13         (1) The Division of Emergency Management is established
   14  within the Executive Office of the Governor. The division shall
   15  be a separate budget entity, as provided in the General
   16  Appropriations Act and shall prepare and submit a budget request
   17  in accordance with chapter 216. The division shall be
   18  responsible for all professional, technical, and administrative
   19  support functions necessary to carry out its responsibilities
   20  under part I of chapter 252. The director of the division shall
   21  be appointed by and serve at the pleasure of the Governor and
   22  shall be the head of the division for all purposes. The director
   23  must meet the minimum training and education qualifications
   24  established by division rule. The division shall administer
   25  programs to rapidly apply all available aid to communities
   26  stricken by an emergency as defined in s. 252.34 and, for this
   27  purpose, shall provide liaison with federal agencies and other
   28  public and private agencies.
   29         Section 2. This act shall take effect July 1, 2024.
