       The Committee on Fiscal Policy (Martin) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 1094 and 1095
    4  insert:
    5         (d) Department staff may use canine units on the grounds of
    6  a juvenile detention facility or commitment program to locate
    7  and seize contraband and ensure security within such facility or
    8  program.

   13  and insert:
