Senator Jones moved the following:

3 Delete lines 25 - 140
4 and insert:
5 include a curriculum or instruction that violates s. 1000.05 or
6 is based on theories that systemic racism, sexism, oppression,
7 and privilege are inherent in the institutions of the United
8 States and were created to maintain social, political, and
9 economic inequities.
10 2. Must afford candidates the opportunity to think
11 critically, achieve mastery of academic program content, learn
12 instructional strategies, and demonstrate competence.
13 Section 2. Paragraph (a) of subsection (2) of section
14 1004.85, Florida Statutes, is amended to read:
15 1004.85 Postsecondary educator preparation institutes.—
16 (2)(a) Postsecondary institutions that are accredited or
17 approved as described in State Board of Education rule may seek
18 approval from the Department of Education to create educator
19 preparation institutes for the purpose of providing any or all
20 of the following:
21 1. Professional learning instruction to assist teachers in
22 improving classroom instruction and in meeting certification or
23 recertification requirements.
24 2. Instruction to assist potential and existing substitute
25 teachers in performing their duties.
26 3. Instruction to assist paraprofessionals in meeting
27 education and training requirements.
28 4. Instruction for baccalaureate degree holders to become
29 certified teachers as provided in this section in order to
30 increase routes to the classroom for professionals who hold a
31 baccalaureate degree and college graduates who were not
32 education majors.
33 5. Instruction and professional learning for part-time and
34 full-time nondegreed teachers of career programs under s.
35 1012.39(1)(c).
36 6. Instruction that does not distort significant historical
37 events or include a curriculum or instruction that violates s.
38 1000.05 or is based on theories that systemic racism, sexism,
39 oppression, and privilege are inherent in the institutions of
40 the United States and were created to maintain social,
41 political, and economic inequities. Courses and instruction
42 within the educator preparation institute must afford candidates
43 the opportunity to think critically, achieve mastery of academic
44 program content, learn instructional strategies, and demonstrate
45 competence.
46 Section 3. Paragraph (b) of subsection (8) of section
47 1012.56, Florida Statutes, is redesignated as paragraph (c),
48 paragraph (a) of subsection (7) is amended, and a new paragraph
49 (b) is added to subsection (8) of that section, to read:
50 1012.56 Educator certification requirements.—
51 (7) TYPES AND TERMS OF CERTIFICATION.—
52 (a) The Department of Education shall issue a professional
53 certificate for a period not to exceed 5 years to any applicant
54 who fulfills one of the following:
55 1. Meets all the applicable requirements outlined in
56 subsection (2).
57 2. For a professional certificate covering grades 6 through
58 12:
59 a. Meets the applicable requirements of paragraphs (2)(a)
60 (h).
61 b. Holds a master’s or higher degree in the area of
62 science, technology, engineering, or mathematics.
63 c. Teaches a high school course in the subject of the
64 advanced degree.
65 d. Is rated highly effective as determined by the teacher’s
66 performance evaluation under s. 1012.34, based in part on
67 student performance as measured by a statewide, standardized
68 assessment or an Advanced Placement, Advanced International
69 Certificate of Education, or International Baccalaureate
70 examination.
71 e. Achieves a passing score on the Florida professional
72 education competency examination required by state board rule.
73 3. Meets the applicable requirements of paragraphs (2)(a)
74 (h) and completes a professional learning certification program
75 approved by the department pursuant to paragraph (8)(c) (8)(b)
76 or an educator preparation institute approved by the department
77 pursuant to s. 1004.85. An applicant who completes one of these
78 programs and is rated highly effective as determined by his or
79 her performance evaluation under s. 1012.34 is not required to
80 take or achieve a passing score on the professional education
81 competency examination in order to be awarded a professional
82 certificate.

84 At least 1 year before an individual’s temporary certificate is
85 set to expire, the department shall electronically notify the
86 individual of the date on which his or her certificate will
87 expire and provide a list of each method by which the
88 qualifications for a professional certificate can be completed.
89 (8) PROFESSIONAL LEARNING CERTIFICATION PROGRAM.—
90 (b) Professional learning certification program courses:
91 1. May not distort significant historical events or include
92 curriculum or instruction that violates s. 1000.05 or is based
93 on theories that systemic racism, sexism, oppression, and
94 privilege are inherent in the institutions of the United States
95 and were created to maintain social, political, and economic
96 inequities.
97 2. Must afford candidates the opportunity to think
98 critically, achieve mastery of academic program content, learn
99 instructional strategies, and demonstrate competence.
100 Section 4. Present subsection (4) of section 1012.562,
101 Florida Statutes, is renumbered as subsection (5), and a new
102 subsection (4) is added to that section, to read:
103 1012.562 Public accountability and state approval of school
104 leader preparation programs.—The Department of Education shall
105 establish a process for the approval of Level I and Level II
106 school leader preparation programs that will enable aspiring
107 school leaders to obtain their certificate in educational
108 leadership under s. 1012.56. School leader preparation programs
109 must be competency-based, aligned to the principal leadership
110 standards adopted by the state board, and open to individuals
111 employed by public schools, including charter schools and
112 virtual schools. Level I programs lead to initial certification
113 in educational leadership for the purpose of preparing
114 individuals to serve as school administrators. Level II programs
115 build upon Level I training and lead to renewal certification as
116 a school principal.
117 (4) PROGRAM PROHIBITIONS; REQUIREMENTS.—
118 (a) School leader preparation programs may not distort
119 significant historical events or include curriculum or
120 instruction that violates s. 1000.05
