Senator Jones moved the following:

3 Delete lines 25 - 141
4 and insert:
5 a curriculum or instruction that violates s. 1000.05 or is based
6 on theories that systemic racism, sexism, oppression, and
7 privilege are inherent in the institutions of the United States
8 and were created to maintain social, political, and economic
9 inequities.
10 2. Must afford candidates the opportunity to think
11 critically, achieve mastery of academic program content, learn
12 instructional strategies, and demonstrate competence.
13 Section 2. Paragraph (a) of subsection (2) of section
14 1004.85, Florida Statutes, is amended to read:
15 1004.85 Postsecondary educator preparation institutes.—
16 (2)(a) Postsecondary institutions that are accredited or
17 approved as described in State Board of Education rule may seek
18 approval from the Department of Education to create educator
19 preparation institutes for the purpose of providing any or all
20 of the following:
21 1. Professional learning instruction to assist teachers in
22 improving classroom instruction and in meeting certification or
23 recertification requirements.
24 2. Instruction to assist potential and existing substitute
25 teachers in performing their duties.
26 3. Instruction to assist paraprofessionals in meeting
27 education and training requirements.
28 4. Instruction for baccalaureate degree holders to become
29 certified teachers as provided in this section in order to
30 increase routes to the classroom for professionals who hold a
31 baccalaureate degree and college graduates who were not
32 education majors.
33 5. Instruction and professional learning for part-time and
34 full-time nondegreed teachers of career programs under s.
35 1012.39(1)(c).
36 6.a. Instruction that does not distort significant
37 historical events or include a curriculum or instruction that
38 violates s. 1000.05 or is based on theories that systemic
39 racism, sexism, oppression, and privilege are inherent in the
40 institutions of the United States and were created to maintain
41 social, political, and economic inequities.
42 b. Courses and instruction within the educator preparation
43 institute must afford candidates the opportunity to think
44 critically, achieve mastery of academic program content, learn
45 instructional strategies, and demonstrate competence.
46 Section 3. Present paragraph (b) of subsection (8) of
47 section 1012.56, Florida Statutes, is redesignated as paragraph
48 (c), a new paragraph (b) is added to that subsection, and
49 paragraph (a) of subsection (7) of that section is amended, to
50 read:
51 1012.56 Educator certification requirements.—
52 (7) TYPES AND TERMS OF CERTIFICATION.—
53 (a) The Department of Education shall issue a professional
54 certificate for a period not to exceed 5 years to any applicant
55 who fulfills one of the following:
56 1. Meets all the applicable requirements outlined in
57 subsection (2).
58 2. For a professional certificate covering grades 6 through
59 12:
60 a. Meets the applicable requirements of paragraphs (2)(a)
61 (h).
62 b. Holds a master’s or higher degree in the area of
63 science, technology, engineering, or mathematics.
64 c. Teaches a high school course in the subject of the
65 advanced degree.
66 d. Is rated highly effective as determined by the teacher’s
67 performance evaluation under s. 1012.34, based in part on
68 student performance as measured by a statewide, standardized
69 assessment or an Advanced Placement, Advanced International
70 Certificate of Education, or International Baccalaureate
71 examination.
72 e. Achieves a passing score on the Florida professional
73 education competency examination required by state board rule.
74 3. Meets the applicable requirements of paragraphs (2)(a)
75 (h) and completes a professional learning certification program
76 approved by the department pursuant to paragraph (8)(c) (8)(b)
77 or an educator preparation institute approved by the department
78 pursuant to s. 1004.85. An applicant who completes one of these
79 programs and is rated highly effective as determined by his or
80 her performance evaluation under s. 1012.34 is not required to
81 take or achieve a passing score on the professional education
82 competency examination in order to be awarded a professional
83 certificate.

85 At least 1 year before an individual’s temporary certificate is
86 set to expire, the department shall electronically notify the
87 individual of the date on which his or her certificate will
88 expire and provide a list of each method by which the
89 qualifications for a professional certificate can be completed.
90 (8) PROFESSIONAL LEARNING CERTIFICATION PROGRAM.—
91 (b) Professional learning certification program courses:
92 1. May not distort significant historical events or include
93 curriculum or instruction that violates s. 1000.05 or is based
94 on theories that systemic racism, sexism, oppression, and
95 privilege are inherent in the institutions of the United States
96 and were created to maintain social, political, and economic
97 inequities.
98 2. Must afford candidates the opportunity to think
99 critically, achieve mastery of academic program content, learn
100 instructional strategies, and demonstrate competence.
101 Section 4. Present subsection (4) of section 1012.562,
102 Florida Statutes, is redesignated as subsection (5), and a new
103 subsection (4) is added to that section, to read:
104 1012.562 Public accountability and state approval of school
105 leader preparation programs.—The Department of Education shall
106 establish a process for the approval of Level I and Level II
107 school leader preparation programs that will enable aspiring
108 school leaders to obtain their certificate in educational
109 leadership under s. 1012.56. School leader preparation programs
110 must be competency-based, aligned to the principal leadership
111 standards adopted by the state board, and open to individuals
112 employed by public schools, including charter schools and
113 virtual schools. Level I programs lead to initial certification
114 in educational leadership for the purpose of preparing
115 individuals to serve as school administrators. Level II programs
116 build upon Level I training and lead to renewal certification as
117 a school principal.
118 (4) PROHIBITION; REQUIREMENT.—
119 (a) A school leader preparation program may not distort
120 significant historical events or include curriculum or
121 instruction that violates s. 1000.05
